Joseph C. Razzano serves as Managing Director of the firm and leads its trial team. For more than two decades, he has represented individuals, businesses, municipalities, and international corporations in complex, high-stakes disputes across Guam and beyond. Known for his disciplined litigation strategy and deep understanding of tax and commercial law, Mr. Razzano is frequently engaged in matters involving significant financial exposure, novel legal issues, and cross-border considerations. His practice is grounded in a combination of trial experience and practical understanding of each client, allowing him to approach disputes not only from a litigation standpoint, but from a broader strategic and financial perspective.
Joseph C. Razzano was born in Alexandria, Virginia. He earned his Bachelor of Arts from St. Louis University in 1994, followed by his Juris Doctor from Southern Methodist University Dedman School of Law in 1998. He then completed a Master of Laws (LL.M.) in Taxation at Southern Methodist University in 1999, developing a foundation in complex tax planning and litigation that continues to inform his practice. Mr. Razzano is known for his strategic litigation approach, deep tax expertise, and ability to navigate complex, cross-border disputes. He is the managing director of the firm, and leads the firm’s trial team.
Mr. Razzano relocated to Guam in 1999, where he served as a law clerk to the Honorable John Unpingco of the District Court of Guam. In 2001, he entered private practice and has since built a broad and accomplished litigation and advisory practice serving individuals, businesses, municipalities, and international clients. He is admitted to practice in Guam, the District Court of Guam, the United States Court of Appeals for the Ninth Circuit, all courts of the State of Texas, and the United States Tax Court.
Mr. Razzano’s practice encompasses civil litigation, real property matters, tax and estate planning, insurance law, federal criminal defense, and international arbitration and litigation. He regularly advises on complex structuring and financing matters and represents clients in high-stakes disputes both locally and abroad. Throughout his career, Mr. Razzano has achieved significant results for his clients. He served as lead trial counsel in a Hawaii breach of contract action resulting in a jury verdict exceeding $2 million. He acted as lead class counsel in obtaining a judgment of more than $900,000 on behalf of the Municipality of Gilman, Yap (2011). In 2012, he was appointed Trustee Ad Litem for the NMI Retirement Fund, where he secured over $8 million in cash recoveries and cost savings.
In 2019, he prevailed in a case of first impression concerning the tax basis of ancestral land, saving an estate more than $3 million. He has successfully defended a major Japanese construction company against race discrimination claims and negotiated a WARN Act class action settlement exceeding $700,000. In 2023, he successfully defended a mechanical engineering company at trial against a multimillion-dollar claim, resulting in no recovery for the plaintiff. In 2025, he successfully tried a COVID-related contract dispute in which a major Japanese corporation asserted a frustration of purpose defense in an effort to avoid contractual obligations. He currently represents the prime contractor for Naval Base Guam on matters directly impacting military operations and the warfighter.
In addition to his practice, Mr. Razzano has been active in professional service and legal education. He has served as an Adjunct Professor teaching International Arbitration Litigation for Michigan State University in Kyoto, Japan. He is a member of the Rules of Civil Procedure Committee for the Superior Court of Guam and the Local Tax Rules Committee for the District Court of Guam. When not in the office or working with clients, he serves as Vice Commodore of the Marianas Yacht Club, and is an avid island angler.

Joshua D. Walsh is a partner of the firm whose practice spans complex civil litigation, government procurement disputes, class actions, and administrative law across Guam and the greater Micronesian region. Born on Guam with family roots extending from Utica, New York to Ulithi Atoll in Micronesia, Mr. Walsh brings both regional understanding and international litigation experience to his work. He regularly handles matters involving substantial public funds, environmental and maritime claims, and litigation with cross-jurisdictional implications. His work has included representing native islander communities in significant reef and marine ecosystem cases, helping establish precedent regarding indigenous standing and procedural pathways in environmental litigation. The breadth of Mr. Walsh’s practice and experience has also led to his nomination as an arbitrator in several matters.
Attorney Joshua D. Walsh was born on Guam, with a family history that spans from Utica, New York to Ulithi atoll in the Caroline islands in Micronesia. His heritage and longstanding ties to the region inform both his professional work and his commitment to the island community. He received his B.A. from Georgetown University in 2001, and a J.D. from the William S. Richardson School of Law at the University of Hawai’i, Manoa in 2008.
He practices law in the local and federal courts of Guam, the United States Court of Appeals for the Ninth Circuit, and has been accepted as class action counsel in United States, Guam, and Federated States of Micronesia courts. He also directs litigation matters before all manner of federal and Guam administrative tribunals, including procurement cases involving hundreds of millions of dollars of taxpayer funds. He has been admitted in several matters before the Supreme Court of the Federated States of Micronesia and the Pohnpei State Court. Mr. Walsh has also represented native islander communities in impactful maritime litigation involving damage to their reef and wider marine ecosystem. Those cases — prosecuted with the diligent assistance of scientists and reef experts — have helped set internationally accepted precedent on the ability of native people to bring such litigation, and the procedural process through which that litigation should proceed.
Among his community interests, Mr. Walsh is an active member of the governing body for rugby on Guam, and a board director of the Micronesian Legal Services Corporation serving the indigent community of Guam. He is also a lecturer at the University of Guam whose classes have included studies in intergovernmental relations, administrative thought, and legal writing.
Edwin Torres is a partner of the firm whose practice encompasses complex civil litigation, procurement protests, commercial transactions, employment matters, trusts and estates, administrative proceedings, and criminal defense. He regularly represents clients before administrative agencies and local and federal trial and appellate courts. With academic training in both law and business, Mr. Torres approaches legal disputes with a strategic understanding of financial exposure, operational risk, and long-term business impact.
Edwin Torres is a partner at Razzano Walsh & Torres, P.C., representing a diverse range of clients in complex civil litigation, procurement protests, commercial transactions, government employment, trusts and estates, and administrative proceedings. He routinely litigates before administrative agencies, local and federal trial courts, and local and federal appellate courts. Edwin also represents clients in a wide variety of criminal cases.
Aside from his practice of law, he has taught both business law and criminal law at the University of Guam as an adjunct professor.
Edwin has an undergraduate degree and law degree from Boston College. He also has a Master of Business Administration degree from the University of Indiana Kelley School of Business.

Kyra J. Blas is a Chamorro attorney born and raised on Guam whose practice focuses on litigation and trial advocacy. She joined the firm after clerking for the Supreme Court of Guam and brings strong analytical training, precision in legal research, and a thoughtful courtroom presence to her work. Her background combines academic excellence with public interest advocacy, particularly in areas intersecting environmental justice and Indigenous rights.
Kyra J. Blas is a Chamorro attorney born and raised on Guam. She joined the firm in 2025 after clerking for the Supreme Court of Guam and focuses her practice on litigation and trial advocacy. After law school, she served as a Robert L. Bernstein International Human Rights Fellow with an Indigenous-led legal nonprofit, working on matters at the intersection of environmental justice and Indigenous rights.
Kyra earned her J.D. from Yale Law School in 2023 and holds a B.S. in Applied Computational Mathematics and Statistics and a B.A. in Philosophy from the University of Notre Dame. She is admitted to practice in Guam.
Before law school, Kyra taught high school mathematics in Guam’s public school system and continues to mentor students through Guam’s High School Mock Trial Competition.

Deborah E. Fisher serves as Of Counsel to the firm and brings extensive experience in commercial transactions, public utility matters, and complex litigation. With a background that includes service as general counsel, hearing officer, and mediator, Ms. Fisher provides clients with a balanced perspective that integrates legal analysis with practical business judgment. Her work frequently involves high-value commercial disputes, corporate asset transactions, and regulatory matters.
Attorney Deborah E. Fisher is of counsel to Razzano Walsh & Torres. Originally from Oak Park, Illinois, she earned her B.S. from the University of Illinois at Urbana-Champaign, and her J.D. from Yeshiva University’s Benjamin N. Cardozo School of Law in New York, where she served as a legal writing teaching assistant. On graduating, Ms. Fisher was awarded membership in the Order of the Barristers national honor society as well as the Jacob Burns Medal.
Ms. Fisher is admitted to the bar in Guam, the Commonwealth of the Northern Mariana Islands, New York, the Ninth Circuit Court of Appeals, and the U.S. Supreme Court. She is especially grateful to have had the opportunity to serve as a law clerk for former Presiding Judge, now Attorney General, Edward Manibusan of the Commonwealth of the Northern Mariana Islands Superior Court and Associate Justice John A. Manglona of the Commonwealth of the Northern Mariana Islands Supreme Court.
Ms. Fisher has served in many roles, including as general counsel to a public utility and as a hearing officer and mediator. She focuses on commercial and public transactional work, including corporate asset sales. She seeks to understand the business needs of her clients so that she can maximize value while minimizing risk.
In recent years, Ms. Fisher successfully secured a valuable settlement for an executive corporate shareholder and successfully represented a construction company against claims brought in federal court by a subcontractor. Other past representative matters include defending a public utility in a breach of contract case in 2013 involving a $190 million power purchase agreement where Ms. Fisher obtained a complete victory for her client. She has also served as a hearing officer.
Braddock J. Huesman is Of Counsel to the firm and concentrates his practice on commercial disputes and public law matters. He represents clients in a wide range of complex cases involving contracts, business torts, shareholder and partnership disputes, receiverships, and regulatory compliance. His public law practice includes constitutional claims, civil rights matters, criminal appeals, and whistleblower litigation. Mr. Huesman is known for his pragmatic litigation style and disciplined case strategy.
Attorney Braddock J. Huesman is of counsel to Razzano Walsh & Torres, P.C. Originally from Key Largo, Florida, he earned his B.A. from the University of Florida and his J.D. from Southern Methodist University’s Dedman School of Law in Texas. He is especially grateful for the opportunity to clerk for Chief Justice Alexandro C. Castro of the Commonwealth of the Northern Mariana Islands Supreme Court from 2005 to 2007. Mr. Huesman is barred in Guam, the CNMI, Texas, the Ninth Circuit Court of Appeals, and the U.S. Supreme Court.
Mr. Huesman is an experienced and pragmatic attorney who focuses his private practice on commercial disputes. He represents clients navigating a range of issues including contracts, business torts, administrative compliance, shareholder or partnership disputes, receiverships, and deceptive trade practice disputes. Mr. Huesman also has a robust public law practice involving constitutional law, civil rights claims, criminal appeals, and false claim or whistleblower representation. From time to time, Mr. Huesman also serves as an arbitrator.
Recently, Mr. Huesman, as lead counsel, obtained over one million dollars on behalf of the Government of Guam as part of a qui tam action to force alcohol wholesalers to pay their fair share of taxes.
Mr. Huesman serves on the election committee for the Guam Football Association and has brought amicus briefs before the Guam Supreme Court to provide divergent views on matters of public importance.

Tabitha Madarang Garcia brings more than twenty years of experience in the legal field and serves as the firm’s Office Manager and lead legal secretary. She plays a critical role in supporting the firm’s litigation and transactional matters, ensuring operational efficiency and client coordination across practice areas.
Tabitha Madarang Garcia has more than twenty years of experience in the legal field, and currently leads the firm’s legal secretary staff and serves as the firm’s office manager. Born in Honolulu, Hawaii, with family ties to the Philippines, Ms. Garcia grew up in Guam, where she graduated from Simon Sanchez High School. She began her legal career in 2005, focusing on collections, and began working with Mr. Joseph C. Razzano in 2008 on specialized litigation and transactional matters. Over the years, she has served as the lead legal assistant in several Guam law firms, and in 2015 earned her degree in Paralegal Studies from National Paralegal College. Following her graduation, Ms. Garcia achieved the distinguished status of Certified Paralegal through the National Association of Legal Assistants (NALA), further solidifying her credentials and commitment to the legal profession.
As a certified paralegal and member of NALA, Ms. Garcia uses her comprehensive knowledge and skills to support the attorneys of Razzano Walsh & Torres. Her certification and experience are a testament to her proficiency, ethical judgment, and dedication, qualities that greatly enhance the firm’s capability to deliver exceptional legal services.
Sosanbra Salas Reyes has been with the firm since 2022 and serves as lead assistant to Partner Joshua D. Walsh. She plays a central role in managing litigation matters before Guam courts, regional Micronesian forums, and federal and territorial administrative tribunals. Her attention to detail and procedural knowledge are integral to the firm’s litigation practice.
Sosanbra Salas Reyes was born and raised in Guam. She has worked with the law firm since 2022, and now works as Attorney Joshua Walsh’s lead assistant, helping to manage litigation matters before all the Courts in Guam, several forums across the Micronesia region, and before all manner of federal and Guam administrative tribunals. Ms. Reyes became a certified Notary Public in 2023, which adds to her ability to service the varied needs of the firm’s clients.
Ms. Reyes graduated from Notre Dame High School in 2020 and is currently attending the University of Maryland Global Campus, where she is pursuing a degree in Legal Studies.
In 2022, Sosanbra joined the firm as a receptionist. Through her dedication and strong work ethic, she transitioned into the role of Legal Secretary, where she works closely with Attorney Joshua Walsh. In 2023, she became a Certified Notary Public in Guam, further expanding her professional qualifications.
Since joining the firm, Sosanbra has gained valuable experience in the legal field and continues to grow in her role. She remains committed to developing her knowledge and skills as she works toward completing her degree and advancing her career in the legal profession.
Jolani Villamor supports the firm’s litigation and transactional practice through document preparation, discovery review, and trial coordination. Since joining the firm in 2023, she has transitioned from file clerk responsibilities into specialized litigation support work under the firm’s managing partner.

Ms. Villamor was born and raised in Guam and is currently attending Guam Community College to pursue her education in Computer Science.

Kiino Farewey joined the firm in 2022 as Service Specialist and runner, managing court filings, service of process, and logistical support. Originally from Chuuk, FSM, he also volunteers as a youth sports coach in his community.
